The 209 Audit: A Confession in the Code

If this is your first time reading, I am The 209 Counselor. I don’t just report on the news; I audit the systems that think they own our region. This is The 209 Audit.

For the last 45 days, Delhi Unified has been acting like a fortress.

I filed a CPRA request (California Public Records Act) for the records of former administrators. I am looking for the "Precedent of Corruption"—the pattern of behavior that started in Delhi and was exported to MUHSD.

They missed the legal deadline. They blamed the "Winter Break." Now they say they need until January 26th.

The Pivot: From People to Paperwork

In a digital world, emails don't take two months to find. They take two months to scrub.

I’m done waiting for them to "find" the files they want me to see. As of today, The 209 Audit is shifting its focus. We are moving past the people and going straight for the money.

While the administrative elite, the ones hiding behind ideology and "winter breaks"—try to scrub their emails, they can't scrub the ledger.

Following the SACS Trail

I have officially launched a SACS Audit.

SACS (Standardized Account Code Structure) is the accounting DNA of every dollar that flows through a school district. From Atwater to Delhi, every payment has a code.

I am auditing the "Partnership Pipeline" involving:

  • Merced County Office of Education (MCOE)

  • UC Merced & Merced College

  • The Virginia Smith Trust

A Necessary Public Service

This audit is a public service. In a healthy democracy, the government provides this level of transparency voluntarily. But when the systems of oversight fail, it is up to the citizens to build their own. I am performing the "Architect's Audit" that our tax-funded officials refuse to do. By deciphering these codes and tracking these grants, I am providing the community with the data it needs to hold power accountable. Transparency isn't a gift from the district; it is a right belonging to the people.

The Bigger Picture: The Systemic Squeeze

Whether it’s the MAGA-posturing elite or the billionaire-funded "innovation" class like Elon Musk, the game is the same: They use the rules to protect themselves and the bureaucracy to ignore you.

While they fight over Greenland or buy up Senate seats, the 209 is getting squeezed.

When money is "supplanted"—stolen from students to pay for legal "fixers"—our entire community pays. Other agencies have produced their records. Delhi is the outlier. In a systemic audit, silence is a confession.
